The stray dog crisis in Puerto Rico is the subject of this two part series by UnchainedTV founder Jane Velez-Mitchell, who is Puerto Rican on her mother's side. This series was shot in 2009 and, in the years since, there have been improvements in the situation with spay/neuter programs expanding on the island.
